UAE E-Invoicing Deadlines: When You Must Appoint a Provider and Go Live

UAE e-invoicing starts on 1 January 2027 for businesses with revenue of AED 50 million or more and on 1 July 2027 for everyone else. Before that, every business in scope has to appoint an Accredited Service Provider: large businesses by 30 October 2026, smaller ones by 31 March 2027. Here is who is affected, what is excluded, and how to plan backwards from your date.

The dates at a glance

Who Appoint a provider by Go live by
Revenue of AED 50 million or more 30 October 2026 1 January 2027
Revenue below AED 50 million 31 March 2027 1 July 2027
Government entities 31 March 2027 1 October 2027
Voluntary adopters Any time from 1 July 2026 Once onboarded

The dates come from Ministerial Decision No. 244 of 2025. Ministerial Decision No. 66 of 2026 moved the large-business deadline to appoint a provider from 31 July 2026 to 30 October 2026. The go-live dates did not change.

How revenue is measured

Revenue means the gross income your business earned in its most recent accounting period, based on its financial statements. If that figure is AED 50 million or more, the earlier dates apply. If it is lower, you are in the July 2027 phase.

Who is in scope

E-invoicing applies to any person doing business in the UAE, whether or not it is registered for VAT. Mainland and free zone companies are treated the same way. Business-to-business and business-to-government sales are in scope from your go-live date. Sales to consumers are not in scope yet, and a business that only sells to consumers is not subject to the system until the Minister decides otherwise.

Transactions that are excluded

Ministerial Decision No. 197 of 2026, in force since 1 October 2026, sets the current exclusions:

  • Sovereign activities of government entities that do not compete with the private sector
  • International passenger flights sold by an airline, and services the airline provides to those passengers
  • International air cargo carried under an air waybill, for 24 months from the date the system applies
  • Financial services that are exempt or zero-rated for VAT
  • Transactions between members of the same VAT tax group, for 24 months from 1 January 2027

If your revenue is AED 50 million or more

Your provider should already be appointed. If it is not, appoint one now: the penalty rules include fines for not implementing the system or not appointing a provider on time, and go-live on 1 January 2027 leaves little time for data mapping and testing. Use November for mapping your invoice data to the PINT AE format and fixing customer records, and December for end-to-end tests with your provider.

If your revenue is below AED 50 million

You have until 31 March 2027 to appoint a provider and until 1 July 2027 to go live. Working backwards, a comfortable plan looks like this:

  • November to December 2026: confirm your scope and review your invoices, systems and customer data against the required fields.
  • January to February 2027: shortlist providers from the Ministry’s list and check how each connects to your accounting system.
  • By 31 March 2027: appoint your provider and onboard through EmaraTax.
  • April to June 2027: map your data, send test invoices and credit notes, train your team.

New businesses

A business set up after the rules apply has no grace period. According to the Ministry of Finance guidelines, a newly established business within scope must appoint a provider and complete onboarding before it issues its first invoice. Build this into your company setup plan.

What changes day to day once you are live

  • A PDF, scan or email is no longer an invoice. The invoice is structured XML data sent through your provider over the Peppol network.
  • Each e-invoice and e-credit note must be issued within 14 business days of the transaction, and within the VAT law deadlines if you are VAT registered.
  • A cancelled sale, a price reduction, a refund or an error needs an e-credit note.
  • Changes to the data you registered with the Federal Tax Authority must be passed to your provider within 5 business days.
  • Your business stays responsible for keeping invoice records for the period set by the Tax Procedures Law, even if the provider stores them.

Where to start

Most of the effort is in your data, not the software: customer tax numbers, item codes and VAT categories that are missing or inconsistent today. Quick Ashford Auditing of Accounts L.L.C. runs e-invoicing readiness projects for UAE businesses, from the scope check and provider selection to the first live invoice.

Questions owners ask

What happens if a large business missed the 30 October 2026 deadline?

It should appoint an Accredited Service Provider as soon as possible. The penalty rules include fines for not implementing the system or not appointing a provider on time, and the 1 January 2027 go-live date has not moved.

How is revenue measured for the AED 50 million threshold?

Revenue is the gross income earned in your most recent accounting period, based on your financial statements. Use that figure to decide which deadline applies to you.

We are a new company. When do we need e-invoicing?

A newly established business within scope must appoint an Accredited Service Provider and complete onboarding before it issues its first invoice, according to the Ministry of Finance guidelines.

Do free zone companies need e-invoicing?

Yes. The system applies to any person doing business in the UAE, including free zone companies, unless all of their transactions are excluded or they only sell to consumers.
