The large-business deadline moved to 30 October 2026
Under Ministerial Decision No. 244 of 2025, a business with revenue of AED 50 million or more had to appoint an Accredited Service Provider by 31 July 2026. Ministerial Decision No. 66 of 2026 moved that date to 30 October 2026. The go-live date of 1 January 2027 did not change, and neither did the dates for smaller businesses (appoint a provider by 31 March 2027, go live on 1 July 2027) or government entities (go live on 1 October 2027).
Fourteen business days, not fourteen days
The original Ministerial Decision No. 243 of 2025 required each e-invoice and e-credit note to be issued and transmitted within 14 days of the transaction. From 1 October 2026 the rule reads 14 business days. The extra working days help with month-end and public holidays, but VAT-registered businesses must still meet the invoicing deadlines in the VAT law.
A new exclusion for VAT tax groups
Transactions between members of the same VAT tax group are now excluded from the system for 24 months starting from 1 January 2027. The other exclusions stay as they were: sovereign government activity, international passenger flights and the airline services sold with them, international air cargo under an air waybill for 24 months, and VAT-exempt or zero-rated financial services. Any business can still choose to issue e-invoices for excluded transactions.
Storage: no longer tied to the UAE
The original rule said e-invoice data had to be stored within the State. The amended rule drops that wording. You must now keep all e-invoices, e-credit notes and related data for the period set by the Tax Procedures Law, and be able to produce them to the Federal Tax Authority when asked. Your provider may store the data for you, but the responsibility stays with your business.
System failure notices repealed
Article 12 of the original decision required both the issuer and the recipient to notify the Federal Tax Authority of a system failure within 2 business days. Ministerial Decision No. 197 of 2026 deleted the definition of a system failure and repealed the article from 1 October 2026, so the matching fines no longer have a duty behind them. See our guide to UAE e-invoicing penalties.
New accreditation rules for service providers
Ministerial Decision No. 168 of 2026 replaced Ministerial Decision No. 64 of 2025 from 1 October 2026. Providers that held pre-approval had 30 days to complete full accreditation, or lose their pre-approval. Accreditation is now valid for two years. The Ministry publishes the current list of accredited providers on its website: see our list of UAE e-invoicing service providers.
What to do now
- Check which deadline applies to you, based on revenue in your most recent accounting period.
- If you are in the large-business group, make sure your provider appointment is complete and focus on testing before 1 January 2027.
- Build the 14 business day rule into your month-end and credit note routine.
- If you are part of a VAT tax group, confirm which of your transactions fall inside the 24-month exclusion.
- Agree with your provider who keeps the data, for how long, and how you would produce it for an audit.

Questions owners ask
Did the UAE e-invoicing go-live dates change in 2026?
No. Go-live is still 1 January 2027 for businesses with revenue of AED 50 million or more, 1 July 2027 for everyone else and 1 October 2027 for government entities. Only the large-business deadline to appoint a provider moved, from 31 July 2026 to 30 October 2026.
Is it 14 days or 14 business days to issue an e-invoice?
Fourteen business days from the date of the transaction, since Ministerial Decision No. 197 of 2026 took effect on 1 October 2026. The original decision said 14 days. VAT-registered businesses must also meet the VAT law deadlines.
Do e-invoices still have to be stored in the UAE?
The amended rule no longer says the data must be stored within the State. Businesses must keep e-invoices, e-credit notes and related data for the period set by the Tax Procedures Law and be able to produce them to the Federal Tax Authority on request.
Are transactions inside a VAT tax group excluded?
Yes, for 24 months starting from 1 January 2027. The exclusion was added by Ministerial Decision No. 197 of 2026. Members can still choose to issue e-invoices voluntarily.
